Title Insurance question

Hi all,
My friend is purchasing an investment using cash. He's thinking about not purchasing the title insurance to save the closing cost. He wants to get your advice on if this is good idea. What's the risk involved here? If the title search report turns out to be clean, will the risk be minimum?
