I assume you are saying that he is on unemployment. First you should check and see how long this will last. In Indiana unemployment is up to about a year now with the extnsions they have been granting.
What kind of lease do you have in place?
Do you have grounds for evicting now?
This sounds to me like it is a residential tenant not commercial. You probably should repost this with more info on the general real estate board on this site for better response.
