Questions for Sheriff's Sale in Pennsylvania

I am interested in the purchase the property from Sheriff's Sale in Pennsylvania.

1.What should I be aware of when I purchase a property from Sheriff's Sale? Sorry for asking a big question, I am just a very beginer.

2.My another question is what is the reason for the property get sell on a Sheriff's Sale? Are those foreclure property or Judicial Tax Sales?

3.Any suggestion where I could find a good attorney in Pennsylvania? I am in NY now. Thanks a lot for you help
