What's the deal with Texas Lease Options?

I was reading about the bill HB1823 on lease options, but I haven't found any information dated newer than 2005. Has it been repealed...any way around it? Any ideas? Anyone doing lease options in texas? Lease option only for 180 days? Lease options under 3 years exempt? Facts anyone?
