This varies widely according to geography. Most state statutes are available online. Do a google search and see if you can find specifics. You can also talk to local dealers, banks etc and they'll know.

PS: Keep in mind that even if you aren't required to pay the rent, you need the park owner / manager on your side to do this business. Unless you're planning to move the home (not recommended for a novice) they'll get their money one way or another.
