You should have the repayment contingency based on resale of the repaired property. I'm sure the seller will want you to refi if you do not sell. With your credit score, it may not be a viable solution, which means your repayment terms need to be contingent on resale of the property.
Regarding the money for repairs, you can try credit cards. The Advanta card offers a 7.99% fixed interest rate with 100% of the credit line available as cash. I assume you have not go the funds on your own.
