What's the property worth today? How much sold for? how many years ago? How much is the annual assessment?
Your family member is still the record owner--he can transfer to the tax-paying family member but he will not be a bonafide purchaser therefore he will take subject to the prior claim. However if the unrecorded owner steps forward he will have to clear title and your family member can recover his tax payments plus interest.
