Bank Rejected Short Sale Offers

I am a newbie investor in the Short Sale niche. I have submitted several offers to Banks on short sale properties
with my initial offers at 60% LTV.

Every offer that has been submitted has been rejected by the Bank for being "too low". These are all pretty houses and do not need any repairs.

I am confused because a lot of the GURUs preach the 60% LTV offer strategy. This is driving me C-R-A-Z-Y - can anyone give me some advise, thanks.
