Advice Landlord/Previous Tenant

My tenant move out of my rental property she was responsible for all utilites. I have thirty days before give her deposit back. I now have a new tenant who move but she can not get her gas turn on because of the previous tenant did not have their gas on for six months or more here in Louisiana if your gas is turn off for six months or more you would have to have an inspection from a liscense plumber. I am going to notify her about it should I keep her deposit since she was responsible for all utilites it was in her lease as well?
