i return deposits so long as property is not damaged and all utilities are paid. any cost caused by them for not paying their bills is deducted from the deposit. a inspection to turn on or transfer a utility could be expensive if upgrades are needed. check with attorney in your state. most will supply you with this simple info free of charge. good luck!
