In some states (such as CT) property taxes are handled by the city or town. There are no counties or equivalent and the state does not do this.
In others such as CA, CO, AZ, TX and many others the info will be with the County tax collector.
In HI the information is maintained by the state.
So the answer to your question is: it depends.
